Debunkers have an agenda
I've read several articles recently questioning this Gartner report, and noting that Javelin Research's annual analysis shows a slight decrease in ID thefts, down to about 9 million per year.

I believe the differences can be traced primarily to survey techniques, which make a critical difference, from selection of the survey population to design of the questions. As everyone who watches political polling knows, it's pretty easy to slant surveys to achieve the result you want.

I trust Gartner, and the lead analyst, Avivah Litan has been focused on this topic for several years, providing highly expert analysis. Gartner does not make money from increased awareness of the evolving state of these threats. Javelin, on the other hand, is sponsored by huge financial services firms that have been bleeding enormous sums from identity theft, trying to keep consumers using credit cards, making online purchases, etc.

I would suggest that Gartner's numbers are much more reliable, and the analysis they provide also points to key threat areas. Their story -- that ID theft is entering a "2.0" stage, of far greater sophistication, and focus on high volumes, agile international marketplaces, and advanced technology -- tracks very well with my analysis, as a full-time expert in this field.
