Definitely not IT. Otherwise you'd know there are a lot of ways these buggers can find their way on to your network. There is no "done" when it comes to MSFT products. That's what keeps Mike's army of MCSE's in business.

Certainly if IT can actually make decisions about how your network is configured, these things wouldn't be a problem. But it's not run by IT, it's run by people like you. People who think because there's a patch out that takes care of the problem. In most companies the exec offices are dictating functionality to IT that leaves their network a worm infested fetid pile of spyware flying in formation. And on top of that they get their staff budget cut and some bean counter genious thinks they can contract out supplemental support from some place in Bangladore for 50 cents an hour. That will make up for it, right?

Done and done...BWAHAHAHAHA! Enjoy your career in marketing. In the meantime when things go to crap and Bangladore can't fix it, you get to call in someone like me. HAHAHAHA! MSFT customers are going to finance my new house. Luuuuusers. lol.
