Starting with Microsoft fixing THEIR OS laws are ineffective
Laws ain't gonna do buffalo bagels. Oh a few perpetrators might be caught and convicted but the damn door(s) need to be closed first. It seems that every service available in the Microsoft operating system is suseptible to attack. Close the barn doors then chase the thieves.
