I think you're right. The guy didn't actually cause any more damage than red faces.
No space shuttles fell out of the sky or whatever.

This should really be a wake up call, and cause heads to roll in the IT departments concerned. This should mean the IT management not the IT staff. Really, if you want to prevent it happening again, you need to change managers.

These days, we seem to have teflon management who blame everything on workers. And therefore security never gets better, things never change.
