People have to understand Security
In the old days, before nearly everyone had a computer, there wasn't as much of a problem with the computers we did have but, I worked in a number of areas where security was breached by people who were just Lax. In one headquarters building we used to go around at night and check there secretaries desk. You would look at the ribbon on her typwriter, you might rmember them, or delve into her stacks of carbon paper. It was common back then to find that both the ribbon and the carbon paper were made up of a kind of plastic that would leave clear impressions of the letters when looked at, so it was easy to see what hsd been tpyed on them. Many times we woule turn in these item with the words Secret or Top Secret on them. This was usually because they were in a hurry to go home, on just did not consider this to be a problem. This was going on in enviroment were it was required to unplug the phone when it was not being used, and to announce to the office "phone off hook", or "phone back on hook". The point is that people get lazy, and if they do not REALLY understand the seriousness of it they just won't take the extra time. Maybe it is just easier to put a page in the trash, going out the door on the way home, rather than the burn bag or even the safe.
