There would be a basic BIOS file in every 'empty' memory chip.In this BIOS the chip is told how it is to be used.Is this chip for a fax machine,a microwave oven.a garage door opener,or a computer?The pin in/outs are assigned here.A chip that is to be used for computers can never have the "accept fax files" switched in.In this BIOS speed and size are also selected.The ROM flash file is copied and pasted in to a folder in the chip.The flash machine will probably tell you that the computer that you are transferring the dll file from has to be running at 450 trillion cps or the transfer will not take place.Virus are fax files.
