The problem with the U.S., especially at the federal level, is that we have jacked up the potential penalties for virtually all crimes to levels that are often unacceptable to other countries. For example, wire fraud, one of the most broad and easy to prove computer-related crimes, carries up to 30 years per count. Add to that the fact that the federal sentencing guidelines have become advisory only, and you you have environment where someone accused of improperly obtaining $5 using the internet can legally be sentenced to 30 years in prison, and the sentence cannot be overturned as long as it is within the 0-30 years area.

We've gone crazy, and the rest of the world wants to steer clear. It makes sense. I hope the UK lets this guy stay there.
