The problem in this case is
The UK will generally extradite to nations it has a treaty with where a fair trial and punishment is ensured. So we generally will extradite suspected murders on the condition there is no death penalty (which the US does obey).

The problem with this hacking case is, if the guy hacked into british computers he would be looking at a fine or a few months in jail maximum where the crime is considered to be a lot more serious (ie up to 60 years). The issue of 'fair punishment' comes into play. The guy has commited what is a crime in both nations but 60 years seems a little extreme for a crime with no material gain
