Jurisdiction is a complicated subject
Jurisdiction over a crime is a complicated subject in the world today, with all the treaties, laws, etc. that have been passed all over the world.

Some countries have it where you cannot be extradited to another country for any crime less than Capital Murder. Others have it where you can be extradited to some countries for some crimes, but not other crimes and to other countries.

It's a mess, and that is why we need one WORLD government today. It is getting to the point where all the governments around the world are so numerous, that it is causing problems getting the 'bad guys' (ones who maim, kill and physically injure other people).

Hell, we recently had an alleged serial rapist who was not sent to the United States because he was a citizen in Israel, and Israel has that "No citizens will be extradited!" and the United States couldn't have the Israeli's try him because his alleged crimes were done outside of that country.

Long story short, if you have the ability and money to cross nation lines, you are pretty damn safe from prosecution even for capital crimes like murder.
