Correct.
In fact, if I remember correctly, these three parties and your bank/investment firm are the ONLY parties that actually need your SSN. Did you know there is no valid reason for any credit card company to have your SSN? They don't report anything to the IRS. Everyone uses it because it is convenient. The problem is that we have gotten ourselves sucked so far into the credit abuse cycle in this country that we actually allow our lives to be ruled by credit reporting companies. And they have our SSN. And they're not shy about sharing it either. Oh they all have pages and pages of legalese (sp?) about who they will and will not share it with. But you and I know that anyone showing up with a plausible story and cash will be accommodated. The evidence is in the ease with which our personal information is made available on the 'net and all other kinds of places as well. Good luck I say. There is way too much money behind sharing our personal information for any useful legislation to be enacted ... but I wish them all the best anyhow. Miracles do happen occasionally.
