My friend, when all else fails - READ THE INSTRUCTIONS!
Of course you can bypass the PC-cillin Scan at Startup - just as you can for any AV worth it's salt.. Also the most common feature about PC's that are SLOW to startup, and SLOW thereafter is that the 'Startup' configuration gets loaded up with all sorts of junk and un-necessary stuff. Read some articles about it, don't visit Websites that you are not sure about, and don't weigh your PC down with un-necessary utilities, freebies and games which want to start as soon as you switch on.
