Only because the Issuers have become lax
In the beginning, getting an SSL certificate required verification similar to what these new "EV" certs require. The whole point of having an issuer sign your certificate (as opposed to using a self-signed one) was that the issuer was certifying that they had confirmed your identity. Such verification was expensive, however, so now you can get an SSL certificate with no more than a domain and an email address. These new certs are merely a way for the Certificate Authorities to charge more money for what they are already supposed to be doing.
