No you don't get it.
If someone goes to a small business website, to use you example, BobsFlowers.com, IE7 will not show it as green. In the words of Microsoft, green indicates "a legitimate business."

This has nothing to do with receiving an email linking to BobsFlowers.com.

It has everything to do with the fact that any small buisness will not be shown as "green" (legitimate) by IE7.


Still do not see it?
Say you are a small business owner. You put your website on your business card. Prospective clients visit your site and IE7 doesn't show it as legitimate. OOPS. What do you think is going to happen to you?
