How Much Does This Affect Small Business?
How often is there going to be a phishing scam on a small site? It's far more important to keep the security standard secure rather than to add the option for small businesses- not because small businesses aren't important (they are) but because honestly, I wouldn't think that it would be worth it for any scammer to go for the small-fish web sites when there are unprotected big ones around- and therefore, people shouldn't be as suspicious when they get an email from BobsFlowers.com- yes, there is a chance of fraud here, but if the odds were that low for Overstock.com, they wouldn't sign up for EV SSL either.
