This is so misleading, while the article explains that only some numbers are down it's more important to look at the number of people hit by security breaches.

Look at all the money spent to prevent ID theft, namely that which has been spent by colleges, banks, healthcare groups and what not for the money they used to track identity theft of clients. It is good new measures have stunted the actual numbers in identity theft but the aim should be the release of information not the misuse of information.

It will be interesting to see how many from the TJX exposure will be reporting fraud case in the upcoming month.
