If the states reject it, watch for another "terrorist" attack orchestrated by the powers that be to scare Americans into giving up more of their liberty.
Not too long ago they put dead babies on TV in front of everyone, killed in Oklahoma City, and the "Terrorism Act" suddenly was not so strongly opposed, and Individual freedom took a hard blow.
The strategy of those who want to increase power is to create a problem, like bomb a govt building, or ram a tower, and then offer a solution to prevent the problem in the future. Reaping huge gains in power over other individuals.
