If your ID cannot be verified to federal standards, you may be issued a second tier (class) license. You can still drive a car, but it will not allow you to open a bank acct in the US though, or enter a federal building (like a Social Security office), board a plane, etc.

It will be required to be verified with the office of issuance. Could take days, if at all possible.

Not quite as easy; it would also require a corrupted official managing records at the location the false birth certificate claims them from. Still, not very difficult for well funded terrorist organizations.

If you can't board an airplane, how do you get back? Steamship? I agree the US has too much influence over the policies of other allied countries. Maybe you can go Swiss?
