Threaten to withhold their federal highway dollars...
You mean that unless the people of Maine will with sheep-like docility just hop to it and do whatever the Feds want, it's perfectly all right to twist their arms. Extortion? Sure, why not? After, the Feds are always right! And anyone who disagrees is an un-American imbecile who deserves what he gets!

Ever read any history, Gerald? You know what happened to King Charles I of England? He was beheaded. Why? Mostly because he'd inherited the Stuart dynasty philosophy of utter indifference to any opinion but his own. Louis XVI of France had the same problem, with the same result. Tsar Nicholas II, more or less the same. Benito Mussolini was shot and hung upside-down from meat hooks. Julius Caesar was knifed.

Authoritarian governments always alienate those they govern, and the administration of George Bush II is by far the most authoritarian of my lifetime. Fortunately for George, Presidents of the US don't generally have to worry about messy deaths, but they're not immune to public fury, as George and his administration discovered a couple of months ago.

The people of Maine made it abundantly clear that they aren't prepared to tolerate being pushed around by the Feds.

But, you know?, I almost hope the Feds ignore the warning--maybe a little more abuse will give the States the spine to take back the sovereignty the Feds have been chipping away at since before the ink was dry on the Constitution.
