Congress can't bully states around and better keep the GOP out of legislature before there is another civil war in America!

Last I checked the Dems control both houses of Congress, so your statement is meaningless. And yes the congress can and does bully the states into doing their bidding. Like I said they can withhold federal funding until the states comply.
