I'd say that is why they don't know right from wrong. How can you if you don't feel guilty or remorse. Also sociopaths don't learn like we do. Take hot stove. You or I touch it and get burned we don't touch it again as we learn it's hot. The socio path keeps touching it never learns the stove is hot and that they shouldn't touch it.

So a sociopath who steals money and get in trouble doesn't learn that the action of theft is wrong. Punishment doesn't work. This doesn't mean a sociopath can't learn just basic learning techniques we learned with fail with them. Punishment in particular doesn't work.

That's the sociopath that I remember from my psychology classes way back when.

My point is why pay $80,000 a year to lock up a criminal who isn't violent. Sure the loss of money is bad but money is material and can regained. Murder means you dead and you ain't comming back. So sure lock them up that makes sense. Now I'm not saying give white collar criminal a free pass here. I'm saying put them on Probation for 101 years. If they screw up fine them into oblivion. They value money, taking away thier money is punishment enough. Have them also pay restitution to all the victims should be enforced strictly. They can't do that in a prison cell. Putting a white collar criminal in prison should be a last resort.

Maybe instead of prison criminals of this type can only have government issued bank accounts that are watched. The would be black listed from opening a back account. They should also have to meet month with law enforcement to inform them of any income they bring. Basically think of it like having a IRS audit every month. Something looks funny and is found to be criminal they lose the money in thier government bank. It's obvious they can't be trusted so watch them. No need for prison.
