Police could already do that
So what's the problem? They still need a warrant for it to be admissable in court. It's just not illegal for them to do so. Also what is the definition of Law Enforcement. I'd bet it include things like PIs and Bounty Hunters too.

Also it's not a fraud for me to ask for records and be given them even if I pretend to be someone I'm not. That's why they made this law. Now it's actually illegal where as before it was just ethically wrong but not really illegal.
