Just a guess here
See as it's illegal now to give out those personal records to just anyone how will law enforcement know if companies are complying. So they pretend to be us and if the get the info the fine the company.

Kind of like how law enforcement send minors in to buy cigarettes and if the sale occurs the store is fined. The minor isn't breaking the law by working for law enforcement but any other minor would be charged and fined $125.

Just a guess as it seems there is no reason for this because if it does work and law enforcement asks pretending to us then they shouldn't recieve a thing. So it would seem kind of silly to use that as method of obtaining records when a warrant would work much better.
