Like most legislation today ...
... even in this summary form, it appears to be overly complex and the "national security" exception means that the government can still do pretty much whatever it wants without regard to the rights of the individual. And, as pointed out by others, by the time the breach has actually been discovered, the people you want to catch with the data are long gone.
