In my Safari Preferences.....
Open "safe" files automatically was not checked and I don' t recall ever even
looking at it to make a decision about it or not.
I think the reason Apple doesn't need to worry about this is is twofold:

OS X doesn't validate the file type by the filename, at least that has been my
experience. So an application with a .jpg name is still going to be recognized as
an application and Safari always warns me that an application is coming, maybe
because I haven't checked Open "safe" files automatically.

Secondly, so what if it is an application? It can't be installed with me putting in my
password.

So, is this a real security risk that puts Safari workers at risk?

In my opinon, it is a serious risk only for new users who are unaware of the risks
of the internet.

Since it is so serious, maybe Loverock can actually write an application that
actually expllits this critical risk just to show us how dangerous an OS he has
never used but always has an opinion about is.
