After years of dealing with users who continue to ignore basic security principles and do dumb things like entering their personal information in a phishing site, we clearly know now that users won't change.
The best solution would be to subject spammers and phishers to the harshest punishment possible, treat them like dangerous criminals, lock them up, 35 years hard labor without parole. Make them repay every cent they stole, and bankrupt them.
