And there will always be governments who think they can stop such activities, while they pass useless and self-defeating legislation.

A good example is Italy, where persons with AIDS are apparently exempt from imprisonment for their crimes. Thus we have bands of armed robbers suffering from AIDS who --- if they get caught --- are immediately released to continue their crime spree. How will "cracking down on Internet scammers" stop persons who are exempt from punishment.

Another example from Italy: The Muslim terrorist who threw overboard wheel-chair bound Leon Klinghofer (sp?) during their attack on the Achille Lauro was captured by the Italian authorities. "But he broke no Italian law", said the Italian courts, and he was ordered released to kill again, and again, and again...

Toothless laws, and Liberal courts, are about as effective in fighting crime as neutered guard dogs.

So let the European Liberals pass legislation to "crackdown on scammers and spammers". Then watch them find excuses not to enforce it -- after increasing taxes to pay for another useless government bureaucracy.
