Scammers

There will always be people who will take advantage of others, it is part of the human psyche. Most people will control it as part of their wish to belong to a group who will in turn support them when required. It is necessary though to place controls, such as laws, virus checkers etc., to limit any damage done by those who do not wish to abide by these rules. But as all humans to some degree will look for ways around any controls, there will always be someone who succeeds in finding another route to exploit their fellow humans. The penalties for transgressing these rules are usually no deterrant to such a person as it is just part of the cost they are willing to pay, to. They are as good if not better at their job as you or I are at our paid employment.
