I disagree with the reporter and the Civil Liberties spokesman
Just because the act was justified to prevent terrorism it is in no way restricted from being used for other purposes. Obviously the federal judge agrees with me since he issued the subpoena. The specific provision is:

"Section 314 of the Patriot Act allows financial institutions to "share" information on individuals and organizations "suspected of possible terrorist or money laundering activities" with law enforcement."
