Get over yourself
I assume that you are 14 years old and need to get off to school. The bell is ringing and you are late to class.

As a person who has worked in as an M.I.S. manager, for many years, you need to realize a few point. First is that this flaw is deadly serious, it affect all operating system.

Second, M$ includes it in Windows and since M$ wants to be the king of all they survey they have to accept some responsibility, just as everyone else who authors software that incorprates TCP.

Now, M$ write software in a very sloppy manner. If they stuck to writing a good and efficient, and fair priced operating system they may not have to issue so many patches. As of now M$ writes bloated, over-priced, inefficient and poorly written software.

Now go back to your 4th grade class. When you have to become responsible for thousands of dollars in M.I.S. administrative costs you might have something to say. I have to use WinXP on the desk tops of my firm, I use Linux for the server. Since I switched the server from Windows Server Edition to Linux little things like server lock ups and crashes simply do not occur.

Computing has a considerable future, M$ if they do not get their act together will not. It clearly appears that Linux will be the future. Why? It works. M$ is their own worst enemy.
