Microsoft users the BSD TCP/IP network stack.
They didn't do the work, it was too much work for them to bother. This same stack is used in the following Microsoft OS's: Windows 2000 (all), Windows 2003 and Windows XP (all). Due to the stack coming from BSD, they may not be directly responsible for the bug.
