M$ is just responding to the GOOG frenzy of the past year or so. These are applets, not applications. Full functionality continues to require a full client. Otherwise, there is unnecessary waste of bandwidth, plus all the probs that go with centralized computing, such as offline mode issues. Additionally, ya oughta keep in mind that "stateless" apps are more difficult to program than apps that maintain state. If anything, it will prove easier to manage installs/updates than to provide offline modes for terminal apps. If you've paid attention, the trend for an "offline mode of operation" for these new-fangled server-side apps usually involves a local storage mechanism and/or local web server. So much for thin and light.
