Licensing isn't the answer
Licensing is supposed to ensure a person has the minimum necessary skills to satisfactorily perform in a job/career field. It's imposed by governments.

Certifications are also supposed to ensure a person has the minimum necessary skills to satisfactorily perform in a job/career field. However, certifications are awarded by the certifying/training organization, not the government.

There's no question that the person in this case has (most of) the skills (if he had them all, it shouldn't have failed.) What is questionable is his moral code, lack of ethics, and blatant disregard for the law.

You could try bonding IT workers in a manner similar to bonding locksmiths. However, the amount of the bond would invariably be underestimated by a significant factor as most people don't know the value of their data. You have similar problems with insurance.

You can never prevent all people like this from ever striking. You can minimize your risks, and the damage they cause. Risk management consists of a working, tested, and robust disaster prepareness program. Damage minimalization consists of a working, frequently tested & practiced backup and restore program for your information system.
