And what kind of charge are you proposing to charge... say your state's DMV when they sell it? or how about the other local and state governments and the banks? We will never have control, even if there is legislation. Never and impossible. it is too far out of control. Heck, take for example your SSN. There is current legislation that that number is for Social Secuirty use ONLY! Do you think governments, banks, credit card companies and businesses give a rat's arse? Nope!
