False sense of security?
You're absolutely right. However, there really is NO way to "properly" configure Windows, short of operating on the Internet with a "limited" account. The only way to stay really safe on the Internet is to use a Unix based OS (Mac, Linux, BSD, Solaris, etc).
I'm still sitting on the fence in terms of Vista. Only time will tell if MS got their act together this time.
