They aren't...you watch too many spy movies. The whole 'there are a bunch of supercomputers listening to every phone conversation for key words" thing is a wive's tale, an urban legend.
If it were true, the need for a 'warrant' to listen in on some drug dealer's phone wouldn't exist. They'd just tap the database....or funnel the convo over...
I'm not saying the gov't agencies dont listen to phones that nobody knows about, just not yours. or mine. or your neighbor's.
