Mission Creep Returns...
Is it not fair to believe that the folks "back in the day" would have said:

"Social Security numbers used as ID? Who would stand for that? So let's do the
New Deal anyway. The future folks surely won't be conditioned by our decisions
today."

But we DO stand for it today. I just went round and round with a healthcare
"provider" who has my social security number (without my permission) and won't
delete. They are going to "protect" me. What a mess...

One precedent can lead to another.
