Because...
If the government can't be completely certain who is who...it makes it just a tad harder for them to build dossiers on folks...with the next step being "who's in synch with our mindset"...and...use your imagination after that...no, better yet, just read recurring historical events.

Until how long ago (prob about the time the IRS was instituted), noone ever registered in *any* way with the federal government. The govt didn't know who lived where - they took a census to get the numbers in various locations...but they didn't know that a Zerubbabel X Smith even existed. Now...I think you know the stark contrast to that.
