Resignations at Veterans Adminisration over Less
Remember the lost laptop with Veteran SSNs. The Administrators were forced out over that and I never got word on what happened to the individual who lost the laptop. He was fighting to hold onto his job, last I know. The laptop was recovered by following policy I understand that was already established prior to the laptop going missing for such a case. It involved a reward.

From that episode and knowing that Microsoft benefits when the veterans administration looses influence (owing to the VA's open source VISTA and VISTA office medical records software) I now think these kind of story's more related to a legal strategy.
