So can we hold a state liable because drug traffickers use the freeways and highway systems for transporting illegal narcotics?

Can we hold the phone company liable because assassins plot murder on the telephone?

Can we hold satellite phone companies liable because terrorists use the phones to coordinate attacks?

May be we can hold backpack companies liable because suicide bombers use those products to conceal explosives!

At some point we have to separate the tools from the criminals and punish the criminals, not those we perceive as "neglegent".
