Probably been done.
The Universities aren't dumb. They know what they are doing, and probably tried similar stuff (we did). Its not about finding and cutting off people's connection that costs. Its fixing all those mistakes that occure along the way.

If the RIAA is willing to step in and cover the costs of all the mistakes they send the Universities, then by all means go for it.
