"Do you want to play nuclear war?" was a film out of Seattle about 10 years ago where a young hacker somehow got into a Department of Defense computer system that controlled the US nuclear silos. I can't cruise by Ketron Island without thinking about that film.
The issue of young computer tallent that has yet to develop notions of citizenship necessary to determine which of their friends are criminals has been with us since the Vietnam war. Bill Gates used Paul Allen to steel computer time from a Department of Defense PDP 1170? computer housed at Harvard that was there to support the war effort. It may have taken young Paul a decade to realize that young Bill Gates was connected to a criminal minded gang. But Harvard probably figgured that out shortly after administrators realized that Paul Allen was not a student at Harvard.
By DOD encouraged school policy, which young Gates was aware of, only students were allowed access to that Department Of Defense computer. This is likely the real reason young Gates did not receive a college degree from Harvard.
I remember accounts from professors that were in print stating Bill was "asked to leave". In any case Bill Gates to this day can not work on a Federal Computer contract. The Feds require a US accredited college degree from all computer folks who work on Federal contracts.
For some time there has been discussions of requiring licensing for computer professionals. This would be just like you license medical professionals and its main purpose would involve encouraging computer tallent to behave as citizens, which means educating tallent on what it means to be a citizen, which means likely recognition of friends who are criminally minded.
A "smart guy" individual will find it easy to accumulate wealth as Bill Gates has if he or she is willing to view laws as Larry Ellison says Bill Gates does. IE the penulty never exceeds the rewards of breaking them.
I hereby propose we up our expectations in polite society. jail time for folks like Bill Gates.
