Schools where I live have problems with finding teachers who can teach computers skills beyond the most basic skills. The problem is that a teacher here requires a 4 year Education degree at the very least to teach. Then to teach computer security that teach needs the additional education in computer science and needs to keep that knowledge and skill up with the changes.

Now if someone just happens to have the skill and education to teach no school board will be able to afford to pay this person to work. So very few qualified teachers exist for this field.

It's kind of like the trades. Tradesmen make 2 to 3 times the wage of teacher so teaching a trades in real step down on the pay scale. Some do it but it's difficult to find those people.

Now if a an experienced tech worker who is out of work due to tech slump would be allowed to teach thier knowledge that would be good. They allow trades people to do this why not Tech people? Then you could teach kids how to secure a PC and find the knowledge to keep it secure.
