It's a social engineering virus
The vulnerbility is not with the software it's with the user. Since the virus doesn't do anything until a user decided to actually run the virus nothing will happen.

Now assuming ISA, which doesn't work properly yet, is stripping the virus attachment the users won't get a chance to run the virus.
