This thing doesn't depend upon a flaw in the OS or any application layer. It depends upon sucker users opening and running the attachment. Yes, it would work on any platform - provided the attached program could run in whatever environment it found itself.
Microsoft were the only software vendor silly enough to make their e-mail client execute attached files by default. Several very successful viruses depended upon this flaw.
