- Thank them and Hire them after firing All the IT dept at Government

The govenment guys should begin with an investigation and fire all the personnel in the security side of the IT dept.
Then, following the guidelines of the private industry, outsource those jobs, and guess what... hire those same guys, k'mon put them in the payroll, I'm shure they will do a better job for a lot less.
