Targetting educational networks?
Why would the malware writers expect that target to be unusually vulnerable with flaws that were patched months ago?

Would it be the network administrators or the students or the faculty or the staff who are unusually lax?

I'll bet on faculty. They probably have a logical, lengthy argument about why patching the computer violates the right order of the world. Which they have determined for themselves.
