And they would continue to be free

Since they'd be sent out by botnets and other compromised computing resources, who's going to be paying? Certainly not the spammers themselves. But it might be an incentive for folks to finally give a damn about their own security when Aunt Shirley is presented with a bill for $2900 for all the drug and stock spam she's been pumping out.
