I can't see how you would enforce that. But there is another method that squares with basic economic logic: charge for emails. The spam menace has arisen because emails can be sent for free, when in fact there is a cost attached to sending them. Zero pricing=infinite demand. Charge 0.001 cents per email, and spamming would cease to be economic, with little effect on ordinary users or businesses.
