This will do nothing untilthe people who are having the spam sent out start paying fines in excess of 50 times any profit they may have recieved from the spam. If the spammers have no customers, no spam. if the spammer IS the customer, throw the book at em. Until it is no longer economically feasable, it's going to happen.
