Spam 20 billion theft is gross underestimate.
If only 1 million people loose 1 hr/week of their time to cope with spam, at $25/hour, that equates to $ 1.3 billion (dollars) of lost revenue.

Then simply multiply that amount by the 50 million(or more) email users, one can easily see how spam costs us more than $ 65 billion. [Not counting ISP/Providers time coping with spam.]

I usually agree with Civil Libertarians; BUT this time I disagree harshley with both Criminal Defense Lawyers & CL's. YES, spam causes considerable harm. It is "theft" of my time & it has caused "destruction" of critical property. My email box is so full of junk spam it has caused the oversight of deleting legitimate & critical emails & Missed sales oportunities.

Many email boxes are limited in size by providors; therefore spam further destroys space that legitimate email would occupy. The time to decipher was is junk or not junk in itself of Grand Theft of my hours of otherwise productive hours.

Government on all levels become victims themselfs, in that the billions of dollars in lost revenue becomes in itself a loss of taxable dollars. Spam affects us all -- even the consumer who must pay a higher price of a product to compensate the harm spam causes.
